BRIEF DESCRIPTION OF POSITION
The Business Manager reports directly to the Superintendent and coordinates the activities of the District Office staff performing: accounts payable, accounts receivable, purchasing, receipting, banking, state apportionment, grants management, and financial reporting. The Business Manager works closely with District staff on the development, monitoring and reporting of the annual budget; and works regularly with payroll, human resources, program personnel, department supervisors, and school administrators on budgets, allocations, budget monitoring , and compliance, accountability and oversight. The Business Manager administers the business affairs of the district in such a way as to provide the best possible educational services within the financial resources available.
MAJOR DUTIES AND RESPONSIBILITIES
- Prepares the district’s annual budget, any budget extensions, and the district’s year end reports and financial statements, all for multiple funds
- Responsible for the preparation of costing of expenditure options for budgeting and negotiation
- Monitors expenditures and revenues against budgeted expectations
- Balances monthly to the County Treasurer
- Responsible for preparation of reports and expense claims required by state and federal agencies
- Monitors all grants including revenues, expenditures, accounting codes and financial reporting requirements
- Maintains appropriate financial records for internal and external parties. Prepares trial balances and fund statements
- Implements and processes budget transfers and adjustments as needed
- Provide orientation and training of administrators, department heads and other district staff regarding fiscal procedures.
- Analyzes budget impacts and calculates costs related to changes or additions to programs
- Confers with building principals and other administrators regarding district financial operations and methods of coding and cost estimating, interpreting budget reports and fiscal procedures
- Provides regular information and counsel on fiscal matters
- Prepares and distributes all documentation for monthly school board meetings. Attends all school board meetings to present monthly financial reports and to act as board reporter responsible for meeting minutes.
- Coordinates all business office activities including, but not limited to; accounts payable, accounts receivable, purchasing, receipting and banking, payroll, human resources, inventory, and financial reporting
- Monitors internal controls, establishing or adjusting processes, and verifying state and federal compliance
- Review and approve purchase orders for goods and services. Assures proper program codes for all expenditures
- Maintains current knowledge of rules, regulations, procedures and legislation governing school finance
- Maintains liaison with other school district business managers, educational service districts, state Office of the Superintendent of Public Instruction, and other agencies as necessary to comply with external requirements relating to fiscal services and to secure answers to district fiscal questions or issues
- Takes all necessary and reasonable precautions to protect students, equipment, materials, and facilities
- Assists in upholding and enforcing school rules, administrative regulations, and board policies
OTHER FUNCTIONS
- Performs and completes related duties consistent with the scope and intent of the Business Manager position, as assigned
- Retains financial records and files according to state retention schedules for audit purposes.
- Acts as main point of contact for district audits.
QUALIFICATIONS
Education & Experience:
- Bachelor’s degree in finance, accounting, business administration or closely related field. Experience may substitute for a degree.
- Minimum five (5) years of experience as a business manager and/or equivalent experience with business functions, preferably in a K-12 school system.
- Evidence of K-12 school district budgeting experience.
- Evidence of business leadership experience.
Knowledge, Skills and Abilities:
- Strong interpersonal and communication skills.
- Ability to uphold board policies and follow administrative procedures.
- Must possess the ability to handle confidential matters appropriately and ethically.
- Knowledge and skills in budget development and financial management.
- Skill in providing leadership and guidance to district administrators and staff.
- Ability to analyze financial data, make projections and communicate information to a variety of constituents in both oral and written form.
- Skill in utilizing information management systems to account for, control and accurately report financial information.
- Knowledge of the collective bargaining process and labor relations practices.
- Must possess the ability to be accurate, detail oriented, good memory and judgement, organized, dependable, tactful, be responsible for assigned tasks, and work well under pressure.
- Must possess the ability to multi-task with constant interruptions, be self-motivated toward assigned tasks, work independently with limited supervision, work well under pressure, and consistently meet required deadlines.
- Demonstrated ability to utilize relevant computer programs including word processing, spreadsheet, relational database systems, and publishing.
- Ability to establish and maintain effective working relationships with staff, students and the school community.
POSITION DETAILS
- May 1, 2025 start date - will train with current business manager
- 260 Day Calendar
- 8 hours/day - 5 days/week
